Dunlap annexation gaining properties

A second group of property owners have entered into a pre-annexation agreement with the village of Dunlap.

At its Wednesday meeting, the Dunlap Village Board unanimously approved an ordinance to establish a second pre-annexation agreement for 12 residents.

The volunteer-led Dunlap Annexation Initiative had previously signed up 120 property owners and between 130 to 135 properties to support the pre-annexation process.

The properties comprise 2,300 acres of land along Route 91 from the village line to Alta Lane and along Cedar Hills Drive to Ill. Route 40.

In May and June, a first pre-annexation ordinance was approved by the village board with a list of more than 50 property owners.

The pre-annexation terms give the Dunlap Annexation Initiative 20 years to get the remaining property owners in the area on board.

It also protects the residents in unincorporated Peoria County from future inclusion into the city of Peoria and enables them to eventually become part of Dunlap.

Village clerk Fraser Engerman said the second ordinance and agreement was necessary because these dozen property owners were too late to be placed on the first pre-annexation list.

 In other action and discussion, the board:

• discussed Community Clean Up Day, which will be from 8 a.m. to 1 p.m. Saturday at North Park.
Volunteers will be accepting all waste items, with the exception of tires, storage batteries, liquid paint, landscape waste, construction debris and large appliances such as refrigerators or washers.

The one-day, one-location pick-up is less expensive than curbside pick-up.

Village superintendent Dale Bishop said he has recruited several members of the high school football team to help with Saturday’s cleanup.

Residents will need to provide proof of residency for waste to be accepted.

• anticipates taking a vote at its September meeting on future contracted services with Peoria County Animal Control and Protection Services.

The county is asking all municipalities to participate at a rate of $2 per capita through 2013 for full coverage, with the intent to replace that financial support in 2014 through a public safety sales tax.

The base rate of coverage — 99 cents per capita — would include only reports of stray animals, injured animals or barking complaints.
