City to add ninth officer

The Chillicothe Police Department will be adding one officer, bringing the department up to nine full-time officers, thanks to a unanimous Chillicothe City Council vote Monday night.

The council gave the green light for the Chillicothe Police & Fire Commission to hire a new officer. Alderman Mike Hughes was absent.

“It’s something we really do need with as busy as we are,” said police/fire chairwoman Judy Cantwell, adding that the final push came after census results which showed a small growth to the city.

Chillicothe Police Chief Steve Maurer said he had secured a spot at the police academy, which begins Aug. 9, but it may be too early for someone to be hired.

Once the new hire is up-to-speed, Maurer told the council he plans to create a detective position to be filled by one of the current officers.

The department has had a ninth officer years ago for a short time but after an officer left, the position was not filled.

The council also hired Lindsay J. Bond as a part-time police officer, which was effective Tuesday. He is an officer with Peoria District 150, Maurer said. Bond will assist the department especially in part-time officer Ron Scale’s absence.

Personnel was not the only item on the agenda for the police department.

The council approved paying Ray O’Herron Inc. $8,146 for 10 tasers with holsters for the police department. Maurer said the department’s current tasers are wearing out and parts are not available for them anymore.

Also for the police department, as well as the fire and public works departments, the council approved narrowband radios and equipment. They are needed as the federal government is mandating the change.

The council approved four radios and eight portable radios for the police department for $14,179; and two radios, six portable radios and 20 minitor V pagers for the fire department for $16,275; and 10 radios, four portable radios, antenna, adapter and spacer for $4,743 for the public works department.

Cantwell said the order was made together to get a discount, facilitated by Chillicothe Fire Chief John Myers. The city is receiving a 20 percent discount for buying the equipment by June 30, Myers said. Next year, the city will pay for the equipment programming.

In other items, the council:

• Approved a Project Facelift application for Fedora’s Pizza Deli, located at 932 N. Second St., for $825. The program has $29,175 remaining for façade work in the Tax Increment Financing District.

• Approved three marketing and advertising grant applications, with the money generated from the city’s hotel/motel tax. They are: Three Sisters Park for the 2011 Balloons At The Park, July 15-17, for $3,500; Chillicothe 4th of July Inc. for the Fourth of July celebration, for $1,500; and Pearce Community Center for the 18th annual Run for the Health of It, July 9, for $500.

• Approved the following sidewalk program applications: Tommie Sweeney of 505 Santa Fe Ave. for $1,000 and Fritz Lauber of 1431 N. Second St. for $362. Left in the program, which assists homeowners in building new sidewalks or maintaining them, is almost $14,500. Additionally, Sweeney will receive reimbursement for $256 to run the sidewalk to the road near South School.

• Approved paying Willis Electric $1,321 for repairing the Sycamore lift station.

• Approved paying Engbrecht Concrete $4,710 to construct concrete drainage swales on South Bay Drive, Elm and Pine streets, mainly to fix drainage problems.

• Approved a request for the American Legion to have live entertainment in its outdoor pavilion June 25 and extended the playing of amplified music from 11 p.m. until midnight.

• Approved the city’s appropriations ordinance of $13.9 million for the fiscal year from May 1 to April 30, 2012.

• And approved a notice for special event held on public property for Pearce Community Center to use city streets for its 18th annual Run for the Health of It from 6-7:30 a.m. July 9.
