Asphalt will be appearing all over town thanks to the Chillicothe City Council approving a couple of projects at Monday night’s meeting.
Fourteen parking spaces will be created on the city’s property at 10 W. Elm St., the former Archer Daniels Midland property.
The parking will be parallel to the Illinois River, and is not for boaters, alderwoman Judy Cantwell said. It is for those who want to sit by the river near the eagle sculpture, she added.
City officials are planning to add more docks and do other work to the area, including decorative fencing.
The permit application for the docks has been submitted to the Army Corps of Engineers, City Engineer Ken Coulter said.
Cantwell added that the docks will be the last improvement to the area because of its cost.
Advanced Asphalt Co. will pave the area for $53,911.
Moving to another area of town, Plaza Drive will be resurfaced from McGrath Road to Hillcrest Drive for $65,570 by R.A. Cullinan and Son.
The work includes shoulder paving of 360 feet in front of Mediacom and 200 feet in front of Kroger. Both areas will allow for additional parking.
Unanimous decisions came from the council table, which was missing aldermen Chris Boyer and Sandi Levell.
In other items, the council:
• approved two motions for work to be completed at the former Jane’s Ceramics building, 940 N. Second St.
With the city now in control of the building, which had fallen into disrepair, aldermen are readying the property to sell it. The council approved paying AA&L Roofing up to $1,800 for roof repairs. Additionally, Paul Davis
Restoration will clean the building up, demolish the walls and ceilings to the studs and pull all the nails for a cost not to exceed $18,000. Whatever is left of the contents of the building will be sold at a future auction.
• approved an ordinance amending officers of the city code. Officers, in this case, refers to city department heads. The ordinance now reads they are appointed and dismissed by the mayor “with the advice and consent of the city council.” It previously only referred to the appointment and not dismissal. Aldermen also discussed having first readings with ordinances, which they did not do at this meeting.
• approved an ordinance amending secondhand goods of the city code. Alderman Danny Colwell said the ordinance cleans up language making it so that a business with more than one location only needs one license. It does not affect those who already have their license for this year, said City Clerk Sharon Crabel.

• heard Crabel say the city received a letter from the Chillicothe Park District asking the city to provide the water for Santa Fe Park. The park changed hands from the city to the park district to allow for major renovations to the park, including the addition of a splash pad, a water playground of sorts. The issue will be discussed.
• heard Mayor Troy Childers Sr. say he received questions about the installation of some swimming pools in town.
He encouraged residents to be sure they are in compliance with city code. Office manager Denise Passage said two above-ground swimming pools are not in compliance. One already had to be moved 2 feet and the other needs to be moved as well. A permit is needed for swimming pools over 2 feet in height.
• heard Passage say RiverSound subdivision developer Jim Paul is ready to start phase three of the subdivision. The city has not received the deed for a small park in the subdivision, and aldermen discussed wanting that deed before allowing Paul to start phase three.
• approved the following application for the city’s sidewalk program: Jim Dennison of 1729 Benedict St. for $1,000. Applications for the program may be picked up at City Hall.
• approved paying Ray Yarger and Sons $1,428 to repair a sidewalk and drive approach at 1602 Holland Court, which was damaged during snow removal, alderman Denny Gould said.
• accepted, with regrets, the resignation of Jim Balfanz from the Chillicothe Plan Commission.
• concurred with the mayoral proclamation of former alderman Rich Underwood to the Board of Police & Fire Commission. Underwood is taking the late Bennie Razo’s seat on the three-member board.
• approved two notices for special event held on public property. The IVCHS Marching Grey Ghosts’ IVC Band Bash will use city streets and City Park 11 a.m.-5 p.m. Aug. 14. The Chillicothe Chamber of Commerce will use City Park and Fire Station No. 1 for Cornfest and the citywide garage sales from 10 a.m.-7 p.m. July 30.
• approved live entertainment in the American Legion’s outdoor pavilion July 22 and extended the playing of amplified music from 11 p.m. until midnight.
